City Government



First incorporated in 1955 as a General Law City, Robinson adopted a charter in 1999 and is now a Home Rule City operating with the Council-Manager form of government. The seven -member elected City Council sets policy and appoints a City Manager who is responsible for the day -to day operations.

The present City Manager, R. C. Fletcher, has been employed by the City of Robinson since 1998 and has a total of over thirty-three years experience in municipal government. He holds a Bachelor of Arts (B.A.) in Political Science from Texas Tech University and an Associate in Applied Science (A.A.S.) in Criminal Justice from Galveston College.

In addition to the statutory job requirements, personnel oversight is one of the main duties of the City Secretary, Linda Vranich.

Mrs. Vranich has been employed with the city for 18 years with total of over 35 years experience. She supervises the municipal court clerks, building inspector, receptionist; and the building official/code enforcement officer.

Karen Sanchez, with over twenty years municipal experience, heads the Finance Department, which monitors budget compliance and handles payables. She also supervises the utility office staff, which is responsible for billing and collections.

City operations include water production and distribution, wastewater collection, street repair and maintenance, police, municipal court, inspection and other general governmental functions. Fire service; emergency medical; wastewater disposal; and garbage collection and disposal are all contracted to other entities.

Professional Services

The City Council contracts with a local attorney, Dan Francis, to perform judicial services for the Municipal Court and the legal firm of Campbell, Cherry, Harrison, Davis and Dove serves as the City Attorney.

The annual financial audit is performed under contract by Williams, Cunningham, Shavers and Christensen, a Waco accounting firm.

The city's civil engineering work is contracted to Lockwood, Andrews and Newnam, Inc. of Waco.

Grant consulting is handled by Langford Community Management Services of Austin.
