Planning and Zoning Members


Bill Morgan

Bill Morgan is a graduate of Texas A&M University with a degree in Civil Engineering and is a Registered Profession Engineer in the State of Texas.  He is employed as a Project Manager with James Construction Group.

Bill has served several terms on the City of Robinson Planning and Zoning Commission and also serves as a Sunday School Director at Meadowbrook Baptist Church.

Bill and his wife Julie have two daughters, Audrey and Melissa.  All four are graduates of Robinson High School.


Jim Reid

James Reid was born in Mexia, TX in 1945. Raised in Coolidge, TX and graduated from Coolidge High School in 1964. He served in the United States Navy from 1967 to 1971. He graduated from the University of Houston in 1975 with a degree in Pharmacy.

He moved to Robinson in 1980 with wife, Janis and children, Jennifer and Justin. He retired from the Waco Veterans Hospital in 1997 and now works for Pharmacy Plus in Bellmead, TX. He coached and served on the Robinson Little League Board for a number of years. He also served one year as Board president.  James served on the Robinson ISD Board of Education for nine years and served as Board President during 1991-1992 school year.

He is a member at Meadowbrook Baptist Church and has served as deacon for the past 25 years. He served as chairman of the Deacons during 2005.

Jim and Janis have two children, Jennifer Wright and four grandchildren, Noah, Chandler, Joshua and Emily Kate (the most wonderful grandchildren in the entire world) who live in Amarillo, TX and Dr. Justin Reid M.D. who resides in McGregor, TX and is a partner with Midtex Anesthesia at Providence Hospital.


Dexter Sternberg


James Pack

James Pack was born in Robinson, Texas and raised in McLennan County. In 1983, James graduated from Jefferson Moore High School, in Waco.   He attended McLennan Community College and received his certification and worked as an Emergency Medical Technician-Intermediate (EMT-I) for fourteen years.  During this time he worked as an Instructor and State Skills Examiner in the EMT/Paramedic program for nine of those years at McLennan Community College. He held multiple certifications in the medical field certified in CPR, CPR Instructor, Automatic External Deliberator (AED), Basic Trauma Life Support (BTLS) and as a Tactical Medic. He also worked nine years as a Funeral Director Assistant for Connally Compton Funeral Directors in Waco. In 1994, James began his Law Enforcement career with the McLennan County Sheriff’s Office, where he is currently assigned as a Detective in the Criminal Investigation Division.

James and his wife, Becky, have lived in Robinson since 2000 raising their two children Ryan and Brandon.


Mike Muhlman

Mike Muhlman was born and raised in Waco and graduated from University High School.  He entered the electrical trade in 1977 and has owned Mr. Electric of McLennan County since 1994.

Mike and his wife, Donna, have lived in Robinson since 2000 and have two grown daughters, Lacey and Lindsey, son-in-law Cody, and a grandson, Cayden, to be born in April.
